How can I deposit my personal account by app?
You can deposit your personal account using the kaspi,kassa24, senim payment systems - by selecting the option “Deposit your personal account”, or using a Bank card in your personal profile.
How can I pay for parking per minute?
When you pay for parking through the Парковки Астаны mobile app, billing is for every minute, that is, if you complete parking earlier, the money for unused parking time is saved in the parking account and can be used to pay for the next parking sessions.
How do I know that the parking is paid?
You may know the paid parking mainly by the following signs combination 5.15 – “Parking place” and 7.8 –“Paid services”. In addition, each parking zone has an information board that contains all the necessary information. The parking zone number is located in the upper part of the board.the system uses this number to check the parking place. The number is the same for the entire parking zone and is indicated when paying for parking.
Why is 100 tenge per hour?
The amount and calculation method for paid parking lots services is approved by the Resolution of the Akim`s office of Astana city On Determining the Tariff in Places Equipped with Special Certified Devices to Charge for Parking and Record the Time of Car Parking in the Capital No. 108-2602 dated 22 December 2016
How long can I park for free?
In accordance with the Traffic Rules, vehicles may stop for a short time on the territory of a paid parking lot to pick up/drop off passengers for a maximum of 5 minutes.
Can I pay for a parking meter for any zone?
Yes, the parking meter is not connected to any particular zone. You can use any of them to pay for parking in any parking zone, you just need to specify the number of the parking zone where your car is parked.
Can I pay for one zone and park in another?
No, when paying, you must specify the number of the zone where you parked. Otherwise, you will be charged an administrative penalty.
How can I get a fiscal receipt?
You can get a fiscal receipt on the astanapark.kz website in the section “PAYMENT METHODS–Get a fiscal receipt”
A fiscal receipt is issued when purchasing services or goods in cash. Парковочное пространство Астаны LLP accepts cash only when paying through a parking meter. All other payment methods are made through payment agents. The same as all online purchases, the money flow method is displayed in the app itself (payment history), which is the payment confirmation. This format of work meets the requirements of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.
Who has the right to conclude a resident agreement?

How to pay for parking with foreign
numbers?
Parking Payment Methods:
• Applications Kaspi.kz and halykbank.kz. Section "Payments". When filling in the fields, you must enter the car number in full in the “State number” column. Applications read Kazakh and foreign numbers identically.
• Mobile application «Парковки Астаны» and a personal account on the site astanapark.kz Select the column "Special number." Specify the number, series, and region.
• Payment in cash through the parking meter. Press the "√" button on the keyboard to wake up the parking meter. The screen is not touch-sensitive; all commands are executed using the keyboard. Enter data sequentially. When entering the car number, press the yellow "Not Standard Numbers" button. The parking meter accepts coins in denominations of 10, 20, 50, 100 tenge.

Why do I need paid parking?
Paid parking is a recognized tool to regulate traffic in a modern city. Paid parking helps the capital to cope with the main road transport problems. Parking fees contributes to unload the road network of the city and create comfortable conditions for pedestrians and vehicles. For drivers this is the motivation to use public space more responsible, to follow the road rules and plan parking time. This reduces the number of cars left for the whole day and allows more drivers to use the parking space.
There are related advantages of paid parking as well, such as: restoring order through markings and regular detours of violation detection services, reducing violations of parking rules (no second rows and abandoned cars for the whole day), the availability of convenient passages for emergency services in paid parkin zones.

Money from payments and penalties goes to the city budget to finance city programs for the development of road transport infrastructure.
On what basis does Парковочное пространство Астаны LLP operate?
Парковочное пространство Астаны limited liability partnership (hereinafter referred to as the Partnership) operates in accordance with the Law of the Republic of Kazakhstan No. 379-V On Public and Private Partnership dated 31 October 2015. By the resolution of the Akim`s office of Astana city dated 02.12.2016, the competition commission was formed to determine the private partner. The competition organizer notified potential private partners about the competition to determine a private partner, as well as the initiation of the PPP project “Creation, operation and management of paid parking space in Astana ”via the official Internet resource of the Akim`s office of Astana city and in periodicals.
All calculations for the Project were submitted to the authorized state body as part of protection of the paid parking space management project prior to the conclusion of the PPP Contract.
It is worth noting that the Partnership under the PPP Agreement is the best private partner, since the project for managing paid parking is implemented at the expense of the Partnership's own funds and does not demand a return on investment from the budget.
Land plots are part of the street and road network, which excludes the possibility to transfer them to the Парковочное пространство Астаны LLP property. Detailed information about the PPP Project can be found on the astanapark.kz website in the section “Laws and Regulations”.
Why has Парковочное пространство Астаны LLP won the competition for public private partnership?
By the resolution of the Akim`s office of Astana city dated 02.12.2016, the competition commission was formed to determine the private partner. The competition organizer notified potential private partners about the competition to determine a private partner, as well as the initiation of the PPP project via the official Internet resource of the Akim`s office of Astana city and in periodicals in 2017.

Parking meters are installed on the basis of the concluded PPP Agreement, and according to the resolution the of Akim`s office of Astana city No. 108-1325 On Defining Places Equipped with Special Certified Devices to Charge for Parking and to Record the Parking Time of Vehicles in the Capital dated 22 June 2017.
How does Парковочное пространство Астаны LLP make parking zones comfortable?
According to the terms of the public-private partnership, Парковочное пространство Астаны LLP provides the necessary infrastructure (road signs, road markings, necessary equipment (parking meters, violation detection systems and other technical and IT infrastructure) for the parking space.
Парковочное пространство Астаны LLP has invested about 1.2 billion tenge to develop the paid parking project. The Agreement does not provide for investments reimbursement by the state. The implementation is fully carried out at the expense of Парковочное пространство Астаны LLP investments .
Who cleans snow and the parking lot?
According to the terms of the Agreement on public-private partnership concluded between the Akim's office of Nur-Sultan city and Парковочное пространство Астаны LLP, cleaning of paid parking zones is the responsibility of city municipal services. The land plots allocated for paid parking are part of the road network and are located in the state municipal property of the Nur-Sultan city, respectively, the State partner bears the landscaping costs, i.e. cleaning and repairing the roadbed.
Why don`t you built roofed multi story parking?
Парковочное пространство Астаны LLP has been identified as a private partner to implement the project “Creation, operation and management of paid parking space in Astana”with open-air parking lots. The project does not develop roofed car parkings.
How is calculated the subscription price?
The subscription price is calculated with a discount based on the cost of an hour forparking. For example, if you constantly pay for a parking space 100 tenge per hour, the cost of parking will be 24,000 tenge per monthon average. At the same time, the cost of a subscription is 15,000 tenge per month for all zones and 9,000 tenge per month for one zone, which is cheaper by 40% and 60%, respectively.
Is parking payment prepaid or postpaid?
The parking payment system is exclusively prepaid. The countdown starts from the moment the vehicle stops in the parking zone. You must pay for parking within the first 30 minutes.

What means a parking subscription for car owners?
Users of paid parking lots in Nur-Sultan can purchase subscriptions valid for 1 day and 1 month to pay for parking. A car owner who has purchased a subscription can park without an hourly free
After purchasing a subscription, you can park your car in any vacant paid parking space in the capital, and do not presentanything – the system itself will understand that the payment was made.

PENALTIES
What happens if I don`t pay for parking?
You will receive a fine of 3 MCI for violating the rules for stopping or parking vehicles, (Article 597 of the Administrative Code of the Republic of Kazakhstan, part 4-1). If you repeat the violation within a year,you will receive a fine of 5 MCI.

How can I appeal a penalty?
To appeal administrative penalties, please contact the Administrative Practice Office of the Administrative Police Agency of the Astana Police Department, at the address: Zhetygen street, 16.
What is the term for a penalty payment for parking violation? What happens if I do not pay for it?
In accordance with Article 893 of the Administrative Code of the Republic of Kazakhstan, the fine must be paid within 30 days from the date of issuing the order. In case of late payment in accordance with the Administrative Code,the improvement noticeto payfor the penalty goes to enforcement by the state court administrator, regional chambers of private bailiffs in the manner prescribed by the Law of the Republic of Kazakhstan On Enforcement Proceedings and Status of Bailiffs, within ten days after the period for voluntary execution of the decision about the penalty or order on necessity of penalty payment expires.
How parking violations are detected?
Paid parking zones are patrolled by specialized vehicles with certified photo and video recording devices. Software and hardware complexes Dozor-M (hereinafter-the Complex) are used.
How it works: the system recognizes and fixes the car number, the exact location and time, which are determined using GPS/GLONASS, then the recorded data is sent in real time via mobile communication modules to the processing center, where, based on the received photos and payment data, it automatically forms a violation order.
The facts of violations in parking zones are transferred to the Administrative Police Department of Nur-Sultan and further actions are already within the competence of the Administrative Police Department. In case of disputes, police officers make the necessary edits to identify the license plate when checking data.The system generates statistics and gives hints.
The complex is registered in the List of the state system for ensuring the uniformity of measurements of the Republic of Kazakhstan.
RESPONSIBILITY
Who is responsible if my car is scratched or stolen?
Parking is not a place for storing cars, and Парковочное пространство Астаны LLP is not responsible for the safety of vehicles. According to global practice, the concept of paid outdoor parking does not provide for the protection of parked vehicles.
Force majeure situations in the parking zone are resolved in accordance with the current legislation of the Republic of Kazakhstan.
PRIVILEGES
How can I apply for a parking privilege?
You can find the list of persons entitled to the preferential categories and the online application for privileges in the section PRIVILEGES.
Important! In case of a positive result, the assigned privilege is shown in your personal profile in the astanapark.kz website.
To receive the privilege, the vehicle must be registered by the technical passport for the beneficiary-applicant. The exception is the parents or legal representatives of a disabled child
