What are the ways to pay for parking?

via the Astana Parking mobile application;
via the astanapark.kz website;
using a parking meter;
via the Kaspi.kz application;
via the HalykBank application;

post-payment is also available on the day of parking until 23:59 by any convenient method, through any payment system.

The cost of one hour in a paid parking lot is 100 tenge.

What are the operating hours of the parking lots?

The operating hours of paid parking lots are from 8:00 AM to 8:00 PM.

How can I top up my personal account in the app?

You can top up your personal account using Kaspi or Kassa24 payment systems by selecting the "Top up personal account" option, or from a bank card in your personal cabinet.

How do I know if a parking lot is paid?

The main indicator of a paid parking lot is the presence of a combination of signs 5.15 – "Parking Place" and 7.8 – "Paid Services". Also, each parking zone has an information board with all the necessary information. The top of the board displays the parking zone number, which the system uses to verify the parking location. This number is unique for the entire parking zone and must be specified when paying for parking.

Why is the rate exactly 100 tenge per hour?

The tariff for paid parking services was approved by the resolution of the Akimat of Astana city dated December 22, 2016, No. 108-2602 "On determining the tariff in places equipped with special certified devices for collecting parking fees and recording vehicle parking time in the capital."

How long can I park for free?

In accordance with the Traffic Rules, short-term stops for picking up/dropping off passengers are allowed in the paid parking area for a period of no more than 5 minutes.

Can I pay for any zone from any parking meter?

Yes, a parking meter is not tied to a specific zone. You can use any of them to pay for parking in any parking zone; you just need to enter the number of the zone where your car is parked.

Can I pay for one zone and park in another?

No, when paying, you must specify the number of the zone where you are parked. Otherwise, you will be issued an administrative fine.

Who is eligible for a residential permit?

For residents of houses adjacent to paid parking, there is a residential permit that provides preferential terms for using the paid parking near their home. You can find the list of documents and application instructions on the astanapark.kz website in the "Residents" section.

How to pay for parking with foreign license plates?

Parking payment methods:

Kaspi.kz and halykbank.kz applications. "Payments" section. When filling in the fields, you must enter the full vehicle number in the "State Number" field. The applications read both Kazakhstani and foreign numbers identically.
Astana Parking mobile app and personal cabinet on the astanapark.kz website. Select the "Special Number" field. Enter the number, series, and region.
Cash payment via parking meter. Press the "√" button on the keyboard to wake up the parking meter. The screen is not a touchscreen; all commands are executed using the keyboard. Enter the data sequentially. When entering the car number, press the yellow "Non-standard numbers" button. The parking meter accepts coins in denominations of 10, 20, 50, and 100 tenge.

POST-PAYMENT

What should I do if I forgot to pay for parking immediately?

If you did not pay on time, you can make the payment after your parking session has ended using the post-payment function. The post-payment function is available only in the Astana Parking mobile application and in the personal cabinet on astanapark.kz.

To use the post-payment function, you need to select the "Post-payment for the day" option in the Astana Parking app or in your personal cabinet on astanapark.kz, specifying the actual time your vehicle was parked.

! The post-payment function is only available until 23:59 on the same day the parking occurred.

Why are paid parking lots necessary?

Paid parking is a universally recognized tool for traffic regulation in a modern city. Paid parking helps the capital to cope with major road and traffic problems. The introduction of parking fees helps to relieve the city's road network and create comfortable conditions for pedestrians and vehicles. For drivers, it serves as a motivation to use public space more responsibly, follow traffic rules, and plan their parking time. This reduces the number of cars left for the whole day, allowing more drivers to use the parking space.
There are also associated benefits, such as improved order due to markings and regular patrols by violation detection services, a reduction in parking violations (no double parking or cars abandoned all day), and clear access for emergency services in paid parking zones.

Where does the money from paid parking go?

Funds from payments and fines go to the city budget to finance urban programs for the development of transport infrastructure.

On what basis does "Parking Space of Astana" LLP operate?

"Parking Space of Astana" Limited Liability Partnership (hereinafter - the Partnership) operates in accordance with the Law of the Republic of Kazakhstan dated October 31, 2015 No. 379-V "On Public-Private Partnership". A tender commission to select a private partner was established by a resolution of the Akimat of Astana city on 02.12.2016. The notification of potential private partners about the tender, as well as the initiation of the PPP project "Creation, operation and management of paid parking space in Astana city," was published on the official Internet resource of the Akimat of Astana city and in periodicals.
All project calculations were submitted to the relevant state body as part of the paid parking management project defense before the conclusion of the PPP Agreement.
It is worth noting that the Partnership is the best private partner under the PPP Agreement, as the project is implemented at the Partnership's own expense and does not provide for the return of investments from the budget.
The land plots are part of the road network, which excludes the possibility of transferring them for use to "Parking Space of Astana" LLP. Detailed information about the PPP Project can be found on the astanapark.kz website in the "Regulatory and Legal Acts" section.

Why did "Parking Space of Astana" LLP win the PPP tender?

A tender commission to select a private partner was established by a resolution of the Akimat of Astana city on 02.12.2016. The notification of potential private partners about the tender, as well as the initiation of the PPP project, was published on the official internet resource of the Akimat of Astana city and in periodicals in 2017.
"Parking Space of Astana" LLP operates on the basis of a concluded PPP agreement, as well as in accordance with the resolution of the Akimat of Astana city dated October 21, 2015, "On approval of the rules for using municipal paid parking lots (car parks) in the territory of Astana city".

Who clears snow and cleans the parking lots?

Under the terms of the Public-Private Partnership Agreement between the Akimat of Astana city and "Parking Space of Astana" LLP, the cleaning of paid parking areas is the responsibility of the city's municipal services. The land plots allocated for paid parking are part of the road network and are in the state municipal ownership of Astana city; accordingly, the Public Partner bears the costs of maintenance, i.e., cleaning and repair of the road surface.

How is the price of a subscription formed?

The cost of a subscription is calculated with a discount based on the hourly parking rate. For example, with a constant payment of 100 tenge per hour for a parking space, the user's parking costs average 24,000 tenge per month. However, the cost of a subscription is 15,000 tenge per month for all zones and 9,000 tenge per month for one zone, which is 40% and 60% cheaper, respectively.

Install the Astana Parking mobile app to pay for and manage your parking sessions. Pay for extra time in advance and end your session early whenever you're ready. Unused funds will be returned to your parking account.

What is a parking subscription for car owners?

Users of paid parking lots in Astana can purchase subscriptions valid for 1 day or 1 month. A car owner who has purchased a subscription can park without hourly payment.

After purchasing a subscription, you can park your car in any available paid parking space in the capital without presenting anything extra – the system will automatically recognize that the payment has been made.

You can buy a subscription in your user account on the astanapark.kz website in the SUBSCRIPTIONS section or in the Astana Parking mobile app.

FINES

What happens if I don't pay for parking?

You will receive a fine of 1 MCI (Monthly Calculation Index) for evasion of parking payment under Art. 597, Part 4-1 of the Code of Administrative Offenses of the Republic of Kazakhstan.

How can I appeal a fine?

To appeal administrative fines, you should contact the Administrative Practice Department of the Administrative Police Directorate of the Astana City Police Department.

How are parking violations recorded?

Paid parking zones are patrolled by specialized vehicles with certified photo and video recording equipment. "Dozor-M" hardware and software systems (hereinafter - the Complex) are used for recording.

How it works: the complex recognizes and records the vehicle's license plate number, determines the exact location and time via GPS/GLONASS. The recorded data is sent in real-time via mobile communication modules to a processing center, where a violation document is automatically generated based on the photos and payment data.

LIABILITY

What should I do if my car is scratched or burglarized?

The parking lot is not a storage facility for vehicles. "Astana Parking Space" LLP is not responsible for the safety of vehicles. According to global practice, the concept of open-air on-street paid parking does not include security for parked vehicles.

Force majeure situations in the parking area are resolved in accordance with the current legislation of the Republic of Kazakhstan.

BENEFITS

How can I apply for a parking benefit?

The list of persons eligible for benefits and the online application form are available in the "BENEFITS" section.

Important! If approved, the assigned benefit will be displayed in the user's personal cabinet on the astanapark.kz website.

To receive the benefit, the vehicle must be registered in the name of the beneficiary-applicant according to the technical passport. An exception is made for parents or legal representatives of a disabled child.

The application review period is 10 working days.
The decision on approval or denial of the benefit will be sent to the email address specified in the application.
