The following privileged categories of citizens have the right to free parking of vehicles within the paid parking zone when applying for a parking permit in accordance with paragraph 11 of Article 4 of the Rules approved by the Akimat of the city of Nur-Sultan (Astana):
- Veterans of the Great Patriotic War;
- Disabled from childhood and people with disabilities of the first and second degrees;
- Persons awarded the orders of “Altyn Kyran” and “Khalyk Karagarmany”;
- Mothers of large family, awarded with pendants “Altyn Alka” and “Kumіs Alka”;
- Persons affected by tests at the Semipalatinsk nuclear test site;
- Veterans and invalids of the war in Afghanistan and local hostilities.

To confirm the preferential category “Veterans of the Great Patriotic War” must provide the following documents:
- a completed and signed application on the model;
- personal identity document;
- certificate of state registration of the vehicle (technical passport);
- certificate from the military registration and enlistment office confirming the passage of service.
To confirm the preferential category Disabled from childhood and disabled persons of the first and second degrees, it is necessary to provide the following documents:
- a completed and signed application on the model;
- personal identity document;
- certificate of state registration of the vehicle (technical passport);
- certificate of disability or certificate of confirmation of disability from e-government.
To confirm the preferential category “Altyn Kyran” and “Khalyk Kaharmany”, the following documents must be submitted:
ü a completed and signed application on the model;
ü personal identity document;
ü certificate of state registration of the vehicle (technical passport);
ü standard pattern certificate.
To confirm the preferential category “Altyn Alka” and “Kumis Alka”, it is necessary to provide the following documents:
ü a completed and signed application on the model;
ü personal identity document;
ü certificate of state registration of the vehicle (technical passport);
ü standard pattern certificate.
To confirm the privileged category “Persons affected by tests at the Semipalatinsk nuclear test site”, the following documents must be submitted:
ü a completed and signed application on the model;
ü personal identity document;
ü certificate of state registration of the vehicle (technical passport);
ü polygon certificate.
To confirm the privileged category “Veterans and invalids of the war in Afghanistan and local hostilities”, the following documents must be submitted:
